Uploading Budget

Hi
I have Created the Budget

I have multiple large volume lines of GL Code combination, Amounts and periods, tried using the Launch Journal wizard but the Budget and Budget Organization fields does not open for Lov's

Upload budget option from front end also does not show any Lov's?

How to upload the Budget amounts with large volume of lines?
