Hello,
re-applied patch 16872167 after a refresh and got form compiliation issues

Problem Description
---------------------------------------------------
The following Oracle Forms objects did not generate successfully:

pay forms/US PAYGBTAX.fmx
pay forms/US PAYWSACT.fmx
pay forms/US PAYWSDET.fmx

We only re-applied the patch once, but the adworkers retried to compile multiple times.  

We need to apply this patch to production and I hope this is an anolomy, but need to make sure that it doesn't occur in production.  I am concerned since I don't know the cause of the issue.
