Pro Rating DBA's in US Payroll

We recently upgraded to 9.0.  There is a new field on the DBA setup called Rate Control which has to do with pro rating DBA's.  I need additional documentation.  I also need to know how to turn it off if I don't want to pro-rate a dba.  When we upgraded it set all our dba's to a 3 and the default in the data dictionary is a 3.  It will not allow me to add a blank and it will not let me change it to a blank.  Any ideas.  There are certainly times when we use dba's that we
