Set over receipt tolerance to Reject not working

Hi,

We are on 12.1.3.  I'm trying to set the over receipt tolerance to Reject over 5% and it does not appear to be working.   Match Approval level is set to 3-way, Over Receipt Tolerance is set to 5%, and Over Receipt Action is set to Reject but we can still receive over 5%. What are we missing?
