Work flow or field validation???

Hello Community,

I would like to make a picklist field become required when another picklist field equals something.

For example...

I have a picklist field called "Opportunity Product Classification". One of the items in the list is called "IBM Software".

When this item is chosen, I want the picklist below to become required. This field is called "New Licenses" with picklist items of just "Yes" and "No".

Suggestions?
