Enhancement Request 17237019 -RETAINAGE CALCULATED ON BILLING AMOUNT ONLY

<Q> Retainage calculation, within the Contract Billing module, is based on the percent of work that has been completed. During the billing process, the system uses the retainage rules that you set up for your contract to calculate retained amounts.  Is there an option to calculate retainage based on a percentage at the time of invoicing for the change order or contract billing line?  For example, a Retainage Rule of 15% would create retainage of $1500 for a $10,000 invoice, regardless of work completed.                                                          .
