Not able to capturing the XML version in xsl tempalte

in EBS Customizations (MOSC) Question
 Hi,
I have created the custom concurrent program and output i have selected the XML.
I have register in xml administrator and In the template i have attached the .xsl template.
In xsl template i have given the xml file version,
when i run this concurrent program, in the output file i am not able to see the below file version.

<?xml version="1.0" encoding="UTF-8"?>

Please advice me how to fix this issue. This is urgent in our end.
