Active users in 12.1.3 report in pdf not displaying correctly

Hi Guys,
we are having oracle E-business suite of version 12.1.3 and  NLS arabic installed.

we are running active users with output as pdf but the arabic characters are not displayed properly.

we are running with output as text and it is giving good  arabic output.Please note that I am not trying to print the arabic report ,I am just trying to view the O/P in pdf .Please suggest what are the per-requistes to view the O/P in pdf with arabic.
