SLA - SUB Variances not distributing as per ADR and Condition

Hi,
In R12.1.3

I have setup under (Event Class= Batch Close > Batch Close >JLT=Substitution Variance > Segment=Account => ADR)

I have created Multiple ADR's Condition to distribute SUB variances amount in different Account BUT that is not happening and system is loading entire SUB Variances in ONE Account which i gave under Default condition.

Please provide suggestions or idea to work this out as per expectations.
