why connections are using one node?

2 nodes - RAC database 11.2.0.3


we were loading data from flat file into our DEV database and some odd reason, the process was running all parallel (25 degree) on only one instance. the other server was 97% ideal. the Parameter: parallel_force_local = false on both nodes and we are using Scan Listener: scan name to connect. any suggestion?
