create and add a new legal entity to an upgraded ledger (China)

hello

I am running into difficulties with creating a new legal entity  for  an existing upgraded ledger.  We upgrade from 11.5.10 to R12.1.3.

I am at the point of assign legal entity.   I need to enter a Name (I assume it is the primary ledger name )  COA, Calendar etc.. 

When I enter the Primary Ledger name I get the error ...please enter a different name.

Perhaps I'm not suppose to enter the Primary ledger name in the Name field?
