After ESU applied, web generation is needed ?

Hi, I was wondering after ESU was applied, do i need to run web generation?  Web-gen here means using OMW to purge the F989998 and F989999 table then run generator ...Can i just run the cache reset only w/o web gen after ESU is applied ?And web gen is used for what purpose ?
