Oracle event alert not send out email

Hello people,

I tried to make Oracle event alert to send out the email notification when the PO get an update. After the table was updated, it did not trigger any email notification. I have checked all of my configuration, and it seem to be fine.

What could be the issue of this? and how can I solve this issue?
