New Requisition creation date and requision number picked from previous year.

Hi
A new non - catalog request was created in Aug 2013, checked out and submitted for approval. This was the first requisition created by the user.
The requisition is showing creation date - oct 22, 2012 and picked by a requisition number in middle of the series.

But the second requisition by this user has picked the correct details.
