How do I change the order of Collection Elements on the Work Order in the User Interface in Oracle e

I am trying to reorder the collection elements into a logical order in a quality plan that I created. On the work order the order is two columns of collection elements that go left to right and then down. I'd like to be able to list all the collection elements vertically in a specific order. I tried changing the sequence number and it has no efffect on the order of the collection elements. 

For instance it is currently: (Sequence) Collection Element

(60) Makeup Water __________________    (70) Initial Conductivity __________________

(80) Initial pH _______________________    (90) NaNO2 Percentage__________________   etc.....

If I change the sequence number on NaNO2 to 75 or something < Initial pH, the order remains as above in the UI. I attached a snippet of my config in the collection plan form.
