Siebel Server [xxx] service terminated with service-specific error 3900018

Dear Sir,

      We migrated Siebel(7.0.5)-Develop servers(Application, DB, Gateway) to another machines. All Siebel functions can be done.

       But when we start the service on Communications Server(genesys 6.5) with

 "C:\sea704\siebsrvr\bin\siebsvc -s siebsrvr -i b0asit_gencrmdev -a "-g tsttrngw -e b0asit -s gencrmdev " -t 120 -h C:\sea704\siebsrvr"

        We got an error “Siebel Server [xxx] service terminated with service-specific error 3900018”.

        Could anyone help advice, please?
