Cluster alert log is not being written in to

Hi AllAfter server bonce cluster alert log file is not being written into.
$CRS_HOME/log/NODE/alert<node>.log
need to find out why this is the case and how can I restart this process.
no issue with the cluster detected and all checks have passed.
I was told that permission could be the issue but this does not explain this case as after server reboot logs are not being written.

any idea?
