Can we create Multiple System Item Flexfileds for different Legal Entities and Operating Units

Single Business Group, Multiple ledgers, Multiple Operating Units , and multiple Inventory Orgs for each legal entity and operating units. 
Can we create Multiple System Item Flexfileds for different Legal Entities and Operating Units?
