How to enable "select all" and "deselect all" options in EBS "edit" menu for form POXRQARQ

in EBS Customizations (MOSC) Question
Hi,
Options "select all" and "deselect all" are disabled for form "Assign Requisitions Lines" in POXRQARQ. Is it possible to enable this options? (editing the *.fmb file or by custom.pll??)
I did a few personalizations that repeatedly check the checkboxes in rows but they don't work correctly. They do not change state of the records, and there is nothing to save.
