Disable changes to requisitions after PO is created

We currently allow users to make changes to requisitions (in theory) only up until they are added to PO's.  As it turns out, this process is still being followed after the PO is created and is causing an accounting nightmare.

We would like to turn off the requester's ability to make changes to requisitions after the PO has been created but allow it before the PO.  Does anyone know how this could be accomplished?
