Budget Upload - Minimum responsibility/function assignment - Webadi on R12

All,

Please let me know what is the minimum responsibility/function assignment a user needs to have to upload GL Budgets using WebADI

The user currently has Launch Budget Wizard, Enter Budgets, Upload Budgets in a custom responsibility, but when he tries to upload budget, he gets this message "You do not have access to the upload process"

The desktop settings in the Excel Trust Center are correct, because, with General Ledger Manager, same user is able to upload budget with same template, but when this responsibility is end dated, he gets above message

I have gone through the following 3 notes, but they dont provide a solution to this:
