Multiple Notify Parties

In OTM 6.1.6, is it possible to have multiple involved parties with a role of NOTIFY PARTY? I set the NOTIFY PARTY involved party qualified to MANY and restarted OTM.

I am inserting the Involved Parties using a direct sql update in an agent. I see the agent run and the sql inserts being run but only the first NOTIFY PARTY is showing up on the Shipment.
