Is there an option to print or not to print "Terms and Condition"?

We are in R12.1.3.  We use a standard "Terms and Condition" file and have added it to the Oracle stylesheet PO_STANDARD_XSLFO.xsl.  The majority of the PO will be using the standard "T&C" file.  But there are certain POs that we wish not to use the standard "T&C" file.  We use the regular "Purchasing" module.  We don't have Isupplier and Oracle Contract.  Is anyone know how can I achieve this goal?  Thanks.
