Need opinion on proposed process for new part creation

Need your opinion on a proposed process for a typical new part creation.

As per the current design, we use Engineering module for creating prototype items. We define the item attributes/BOM/Routing in prototype, and then transfer it to manufacturing using an ECO.
A typical item is assigned to multiple orgs. The issue is that the item transfer will work only at the org level since ECOs are at org level. So,we need ECOs in all the orgs(with the transfer block populated with the item number) to transfer that item to all orgs. Now, the standard functionality of propagating ECOs through hierarchy allows us to create copies of the ECO in multiple orgs, but the copied ECOs do not contain the transfer details.
