How to select one item in one sales order type and could not be selected by other sales order type

Hello Team,

user is using a replacement order for an obsolete (repair) status module, the RMA module gave an error cause the item was already used by another order.
the problem got solved. user updated:
"We were able to get the part shipped by changing the flags to customer orderable; however, this is an issue as any item at Repair status can be customer ordered.
What we need is modification to OM module, whereby an item in Repair status can be added to a sales order line type RMA but any other sales
order type can't accept this item as it is not Active."
