How to create a different template for some items so that we can restrict some persons to use those

Hello team,

user is using a replacement order for an obsolete (repair) status module, the RMA module gave an error cause the item was already used by another order.
the problem got solved.User updated :

"Why can’t we create a different template for RMA repairs that are only enabled for RMA type of orders and that Sales team can’t select
based on the order type."

So can you please suggest me how I can do the setups so that some persons can to select the items based on the order type.
