11.5.10.2 Need content in text file assigned to PO: Terms and Conditions filename to print in paragr

Text file has been assigned to the profile PO: Terms and Conditions filename.  Content of said text file prints as one big paragraph.  The text file has returns in for paragraph definition but these are not used when the text prints.  What must be done to get this content to print in a paragraphed format?
