Supplier Item Catalog does not work

We are using EBS version 12.1.3

I have created a new custom responsibility called purchase requisition due to business request. For this new responsibility, I have created a new navigation menu. I have added PO_POXSCSIC_FUNCTIONS Catalog: Subfunction to the navigation menu. However, this is not showing up. I can see the folder when I login with the responsibility, but when I try to open the folder, the + sign just change to - sign and nothing happens. Am I missing another function that is needed for this to work properly? Gurus. Please advise. Thank you very much.
