file profile.xml not found

hello all
we have many 'oracle restart' configs in our environment.
recently we have had a problem were asm didn't start
finally everything is up !! but one of the cheks performed was using  the gpnptool get command
this tool throws an error and after check we found that in $GRID_HOME/gpnp/<host>/profile/peer the file profile.xml  doestnt exists.
why this could be?? how can we fix that??
