Item loading from Internet Procurement Catalog Administration responsibility

Hi,

We have internet procurement already implemented for one OU and implemeting this module for new OU (v12.1.3)

But sometimes i m seeing some issues with respect to loading.

I have defined some BPAs and approved them and trying to upload them through catalog admin responsibility, but not all approved BPAs are appearing in the LOV while loading.

Not able to understand what could be the issue. Also do we need to maintain catalog admin responsibility for each OU in order to upload items? OR one responsibility is enough to upload for multiple operating units?

I am really getting weired issues, sometimes BPAs are appearing and sometimes not appearing.
