format - Warning: Primary label on disk appears to be differen

As part of my routine when using LU I record the disk format. This time I received and unexpected warning from verify:
format> verify
Warning: Primary label on disk appears to be different from
current label.
Warning: Check the current partitioning and 'label' the disk or use the
'backup' command.
what kind of fuzzie logic is format using? What does "appears to be different" mean. It seems to me either it IS different or it is NOT different.
format reports the following for primary but how do I see what the "current" is?
Primary label contents:
Volume name = < >
ascii name = <DEFAULT cyl 60797 alt 2 hd 255 sec 126>
