Unable to start SMF Service scn-agent

I tried to install and configure an OC agent on a cluster node, but the SMF service scn-agent refuses to start up.

It fails with the reason "Completes a dependancy cycle". Does that mean, I have a dependancy loop? How do I resolve this?
