REP-51002 : Bind to Reports Server rep_wls_reports_failed.

Hi,

We have our ENV running on two servers I mean the reports servers, and we have two ENVID which are configured from the reports server configuration side on the both the servers, and one ENV ID uses one DB and the other ENVID uses other DB, and we have only one  DB which is configured from the environment file using TWO_TASK parameter with the same DB name on both the report servers not in rwserver.conf but in the env file default.env as we have forms configured as well.

But users are facing some issues while running the reports and in logs it has the bind error.
