Ship Confirm WO Pick Releasing

 Hi,

We are in a scenario where we have to prevent users from Ship Confirming a delivery if delivery lines aren't pick released.  In Our scenario we are creating Orders, Packing and Creating Delivery. Expectation is users have to perform launch pick release and then do ship confirm. Many times they are following the steps. But some cases users forget to do launch pick release and straight away perform Ship Confirm. Though System issues a warning, Users ignores it. Is there any standard way like shipping exception message to achieve this restriction of preventing users from Ship Confirm without doing Pick
