RDF 13.3 Errr while giving tempale rights in 'Administration' Workbook

Hi,I logged into Administration workbook as Admin user and tried to give template rights to another user. While doing so, I get a dimregistry error, screenshot is attached.
Any possible causes?

Also, do I need to 'run batch forecast' only in local domain, as I am not able to do it while logged in as admin user.
