Withholding tax accounting issues

Hello Friends

We have an issue with withholding tax accounting where the accounting did not happen though there is an withholding tax amount deducted on the payment

I ran the diagnostic script and it recommended a data fix, i applied the dta fix  but no luck

We arein R12.1.2
