Invoice Lines Saving in Preview When Users Exit without Saving

We are running EBS 12.1.3 - isn't the system supposed to ask users if they want to Save a new invoice if they exit wthout saving it?  We're finding that ithe systems no longer askss.  It saves the invoice and puts the lines in a status of Preview.  That means it doesn't get Accounted.  They have to query up the invoice and select the lines tab and then hit Save before it will get accounted.  Has anyone else run into this?  Is this how it's supposed to work now?
