database resource manager not working as designed
Today i performed few tests and i could not expect the result i
was thinking
Test case
1. Created 2 users test1 and dev1 and created consumer groups grp1 and grp2 and granted proper roles and privs.
GRP1 -- 80% and GRP2 -- 20%
Test1 -- GRP1 and Test2 -- GRP2
Ran the CPU consuming scripts but found unexpected results
Test1 consumes more than 80% sometimes, say 85-90 and test2 consumes more than 20% which is 20-40%
1 Core and 1 thread CPU no hyperthreading

Created simple plan (create_simple_plan procedure)
Why this is happening ? and what should be done to get cpu less than 80%
