Running Forecast FSG report produces no results

Need help to see what am I missing!

Created a new Parent value for an operating unit, assigned 2 child values in the GL. Have an FSG report for the forecast Jan-13 to DEC-13. When I submit using the override segment

OU = TBC (parent value for 513 and 514) and PL (segment4) = TRBO, report produces no values

Using the following as the override:

OU = 513 and PL (segment4) = TRBO, report produces amounts

Also just using the 4th segment as override:  PL (segment4) = TRBO, report produces amounts

Only when I use the parent value I get no amounts. Can anyone help me determine what the issue may be?
