Any ideas on how to consume forecast for component that is not typically sold directly on a SO?

Scenario:  Sell Configured items, and set up planning bills with numerous assemblies and purchased items to create forecast for planning.  The component items will be issued into the parent WO, so forecast consumption logic (Planning Fence Rule H, set at the "component" level) cannot work because the items are not directly shipped.  Has anyone come up with a creative way to decrease the forecast so that it does not need to be an ongoing, laborious process? 

Note: there is a BUG 10758681 circa 2001 written against XE that addresses this requirement, and currently has a status of "Approved for User Group Voting" that addresses the issue, but it appears it has not been addressed in the standard E1 product.
