Freight Charges from Shipping override OM Line Price to $0

 We are facing this issue in 11.5.10.
The Order is created from Depot Repair with say charge of $130. User changes the Calculate Price flag to "Partial Price" once the order is created. At this time price remain $130 on the OM Order line. There are no adjustment records as Depot Repair determines the actual list price, during Repair Order. All of these items have $0 on the Price List since price is determined during Repair Order.

At the time of shipment, $23 of Freight Charges are applied. These charges are coming successfully on the Order Line but then Order Line Price becomes $0 from $130. So after shipment, on the order, List Price is $0 and Freight Charge is $23.
