NO MANAGED CONNECTIONS

Hello All,
Application team noticed that "NO MANAGED CONNECTIONS" error for every 15 mins on API calls. It's an oracle database 10.2.0.5 single instance. Did any one noticed such kind of errors. As we have not seen any errors in alert log/ trace files and the connection to the db was normal. Does it have any oracle bug for this? Please share the details if you have any?
