Can a manager/employee raise and track a vacancy requisition from SSHR without using iRecruitment

My client has a requirement that a manger should be able to raise a Vacancy Requisition from his SSHR responsibility which should go for HOD approval and then to HR to start recruitment process.  and also he should be able to track the whole activity till it ends. Also the employees should be able to view and apply for the open vacancies through their SSHR responsibility.
I know that the whole process is available in iRecruitment but they are not ready to go for it.

I want to know that can we achieve this by just using Core HR and SSHR.
