Oracle Application Install:1213- CPU patches

Hi All,
customer is having  oracle application 12.1.3 running on AIX 6.1 with the database of 11.2.0.3.
and they have identified the following security patches needs to apply to this release.

Customer  EBS 12.1.3  & the database is 11.2.0.3  Running on AIX 6.1

For the database

Database 11.2.0.3 SPU Patch 16742095

Do we need to apply patch CPU Patch 13705478 ??

For application Patch 16772121

please confirm whether we have  identified the patches  correctly
