using dataguard broker

Hello,

I'm new to dataguard and dataguard broker.  I've set up a 2 node cluster with dataguard to a 2 node standby.  When doing a switchover using dataguard broker, do I have only 1 node on the primary and 1 node on the standby up before performing the switchover?
