Question about Approval Management(AME)

One of customers is asking as follows.

Sometimes, with same AME setup, there is performance difference between Test Workbench and "Invoice Approval Workflow concurrent program"

When creating approval line via Invoice Approval Workflow concurrent program, process is completed properly within 3~4 mins.
But, via test workbench, he has to wait over 5 mins and then, error comes out.

Customer is asking,

1. Is there any difference between these 2 processes, even though same AME setup?
2. Which process use "ame_api2.getAllApprovers7" API for making output?
