Profile Options for the Users administartion ??

Hope you are doing well, I have seen an amazing setup on mine Client that whenever a user trying to login into his account he has only three chances to do so and If he failed to avail those three chances from their passwrod his account gets locked and then system administrator have been called to reset the password of the same user ?
How to make enable for the User to must enter the Alphanumeric Password ??
How to restrict the User to donot enetr the previous passowrd again that has been resetted ??
How to User the Expiry function of user log in? Mean If a User is unable to log in into his account his for long time say 3 month so does he would notify ?? and how his password is been resetted ?
