opening home page database instance causes high disk i/o on hp-ux server

opening a database target in 12c opens the "home" page of the database, with several metrics like Host CPU, Active Sessions etc.Just opening this page causes the disk i/o on the server to increase to 100%, maybe for 10-20 seconds.
Any bugs known to correct this

we are on 12.1.0.2.
hpux 11.31
