Ethnicity option does not show in Oracle Employee Self Service 11.5.10 after we applied Rollup7

Hi, Can anyone help, after we installed the patch rollup7 which creates an EIT for ethnicity and no longer allows ethnicity to be captured in the Employment tab.   We can not navigate using Employee Self Service to Personal information- Basic Information and reach Extra Information Type .  The EIT is not there, after continuing to press the next button we reach the Personal information review page and the EIT was never shown. 

I have tried adding the EIT US_Ethnicity_Origin to the Information security for ESS however this does not help either.   I have tried using the Extra Information in ESS and recieve the error-'Under your current responsibility, no information types are available for this person' .  As mentioned I have added the US Ethnicity origin under ESS. ( I have also tried removing the information type security US_Ethnic_Origin from ESS and  still recieve the error.
