Implementing ELS 7.1

Finally implementing ELS 7.1 in an LPAR that executes HSC. Implemented in TECH LPAR, which only uses SMC, in June. From that experience I learned to pay more attention to the readme first documentation for all releases since 6.1.  Looks like HSC does not present any unusual requirements. One new executable lib, SEALINK, to linklist and APF auth, but with exception of FEATURE parameter the current SLSSYS00 member should be fine (although a couple of parms are now listed in the Legacy Interfaces manual).

Current plan is to implement in DEVL LPAR as is (only removing FEATURES). This will at least allow testing of some of the ExLM and External Vaulting code that is only used in PROD. If the ExLM and VSM Vault Utility code works the next step is to move to PROD LPAR then implement External Vaulting function and investigate replacing legacy parameters.
